The IJC presents Plan 2007 at Tense Public Information Session

water.jpgRepresentatives from the International Joint Commission (IJC) came to the Bonnie Castle Resort in Alexandria Bay to explain the intentions and information behind the IJC’s selection of Plan 2007.

The Orders of Approval, which were first developed in 1956 before the construction of the Moses-Saunders Dam, were changed to include environmental considerations and recreational boating.

The IJC developed Plan 2007 after the $20 million Lake Ontario-St. Lawrence River study found that public opinion was split between two specific plans.

The two main choices were plans D+ and plans B+.

b.jpgPlan B+ is considered the most environmentally-friendly plan and is heavily supported in this region, as shown by some people wearing shirts in the packed room.

However, according to Russ Trowbridge and David Fay, advisers to the IJC, when scientists and engineers worked on the different plans to try and find a bridge between the two plans, plan B+ showed to have more extensive south shore damage on Lake Ontario than the altered Plan D+ based on environmental criteria.

russ.jpg“The real danger is flooding that happens once in a while where shore protection can be overtopped,” he said.

Mr. Trowbridge also said that implementing Plan 2007 now would allow for New York State to issue mitigation for shoreline damage and, with a two year review, flexibility to move to Plan B+.

With that in mind, the IJC went ahead with Plan 2007, causing an outraged response from New York State lawmakers and environmental groups in the 1000 Islands region.

Mr. Trowbridge said that the plan was not done in secret, but rather the IJC had been in close negotiations with the U.S. and Canadian federal governments and had also talked to New York State agencies about Plan 2007.

The IJC commissioners will return to Alexandria Bay June 25 to accept public comment on Plan 2007.
